Recovery Support Functions (RSF)

An RSF is a functional coordination structure used during disaster recovery — not response. It organizes state agencies and partners around major recovery areas after a disaster like the Lahaina wildfire.

The list below names the RSF that would be stood up for recovery.

The Infrastructure Systems RSF enables coordinated, statewide decision-making and strategic alignment across agencies, infrastructure owners, operators, and partners to restoring and stabilizing critical infrastructure systems/services; and accelerating the long-term rebuilding of the built environment to nurture resilient, adaptive, and equitable Hawai‘i communities.

The Natural & Cultural Resources (NCR) RSF provides coordinated statewide leadership to protect, stabilize, restore, and steward Hawai‘i’s natural ecosystems, cultural assets, historic sites, marine and terrestrial environments, and ʻāina-based resources following a disaster.

The Social Services & Education RSF provides coordinated statewide leadership to restore, stabilize, and enhance access to essential social services, behavioral health supports, child and family assistance programs, and K–12 and early-learning educational systems following disasters to promote the resilience and well-being of affected individuals and communities.

The Public Health and Healthcare Services (PHHS) RSF provides coordinated statewide leadership to stabilize, restore, and strengthen Hawai‘i’s public health and healthcare systems following disasters.

The Recovery Planning & Capacity Building (RPCB) RSF provides coordinated statewide leadership to strengthen recovery governance, accelerate permitting and entitlement processes, enhance county and community planning capacity, and ensure alignment of State, county, federal, and community recovery objectives following disasters.

The Economic RSF is to mobilize economic-development, workforce, and business-support capabilities; restore critical economic functions; support displaced workers and employers; and promote long-term community resilience and economic diversification.

The Housing RSF provides coordinated statewide leadership to restore, rebuild, and expand access to safe, accessible, and affordable housing following disasters.
